A steel frame provides strength, security, and stability – all the elements which the planned Citigroup LIC2 were lacking. Conceived as a two-phase project, the second phase adding a possible 36 stories atop the first phase structure, work on the development stopped due to national security concerns. Once resumed, the architects faced the challenge of building phase one with only the possibility of phase two. The structure, the team knew, had to be strong and flexible enough to support the second phase while allowing the first phase to be built according to plan – a job only steel could perform.
